Durgabai Deshmukh College of Special Education (Visual Impairment) was established in 2006 to conduct Bachelor's Degree programme in Special Education for the Visually Impaired under the Faculty of Education, University of Delhi and recognized by the Rehabilitation Council of India. The college has been included in the list of colleges prepared under section 2 (f) and 12 (B) of the University Grant Commission (UGC) Act, 1956.
The college is established and run by the Blind Relief Association, Delhi, a premier non-governmental organization, conducting training programme to prepare special teachers for the children with visual impairment for 5 decades. The Training Centre for the Teachers of the Visually Handicapped (TCTVH) being run by BRA was established in 1967 under the aegis of National Institute for the Empowerment of Persons with Visual Disability (Divyangajan) - NIEPVD, the then National Centre for the Blind. NIEPVD continues to extend financial support to run the B. Ed (Special Education-V.I.) course for preparing qualified and high-quality educators for the visually impaired children.
